Sir I don't quite agree to the fact that Army should be utilised to create fear amongst citizens... Army as an institution is the last resort only in cases of internal security due to ANEs or help to civil aid administration in case of natural disasters like earthquake etc where things go beyond the reach of civil services..Else The forces be left alone to train and prepare against external aggression...For the present pandemic we need to strengthen the acts or entrust more powers with the police or devise any novel idea that might suit to curb the menace stated by you in your esteemed post...
What I meant was paramilitary like CRPF which is not exactly the "army" to supplement the exhausted police force. I would also wish the army too is brought in if necessary. No half measures when we are dealing with a highly infectious disease coupled with irresponsible people. With daily figures rising exponentially in Mumbai, the administration finding it difficult to house the patients and the public continuing to be reckless there has to be some fear of action being taken otherwise we will have bodies on the roadside for want of facilities.
If you read about the Spanish flu of 1918, it was the second wave, that happened due to the people becoming complacent, which killed maximum number of people.
What is frustrating is when we take the utmost precautions to stay at home and others take it lightly and continue to spread the disease thus resulting in further extension of lockdown.
