What I meant was, whether government issued a specific order or not, people always considered gatherings as gatherings (whether they were religious or not). Hence they criticised Ram Navami Utsav which was about to take place (and which got cancelled a week before). Same common sense should be applied here too.

unfortunately common sense is not very common when it comes to ultra orthodox religious people , instead of common labour class people administration needs to be strict with these types of people equally across all religions .
