But it works. Before locking, the tweet might have gotten two/three reports, but locking helped the miscreant from getting mass reported.

You can report the whole account and then twitter checks the whole account for you 😆 and sends you a report if they found any offensive words. Even if you have 'kill' 'die' and the likes just like that they think its self harm lol and suspend accounts. You can even report fanaccounts saying they are impersonating the artist and get a copyright strike.

You can but most people don't. If they see a locked tweet, they just ignore it and move past it. It would definitely get a lot less reports than a public tweet would get.
