I think it's a letter sent for Neil by his secret phone messenger, Neil's backstory and third base of basic plotline is on its way the channel better release promos for it.

If it's sent by messenger to Neil then Neil will make sure Mini doesn't read it . Remember last time how he came running to give clarification to Mini.am sure this time also he shall do it and if it's addressed for Mini then she may direct go and ask him why he sent letter instead of talking before opening the letter and Neil may sense the problem and take the letter from her .
