If we go by Ek Hasina Thi standards - Durga was toying with Shaurya and Dev also, till she did not know that Dev was not involved in her sister's rape case with the Goenkas. Then Durga fell in love Dev. Are they attempting to take this route?

I don't think so ! Rudra's characteristics doesn't seem like that.
