Captaincy has been decided by HMs together or individually by one; in all the seasons. Captaincy was given to the weakest contestant in this season too. Another captain chose next captain too; Sanchalak chose a captain too; So there is no rule that Shukla & Paras can't decide the captain. Everything is, BiggBoss chahte hai .... 🤣🤣
