In my case, my food was always controlled but with lack of physical activity I gained weight. Then after a while, I started doing exercise (30 mins daily) with the same amount of food I used to take before and my weight started reducing. So both are needed and it depends on the situation.

True, it is just that controlling food with balanced exercise will help. There is good chance for someone to reduce just based on food, but vice versa chance is relatively lesser. Some people tend to eat more after starting to do excercise, which completely nullify the benefits.
