She's beautiful, and is a very good actress as well. Has a unique voice too. Why did she never made it big and ended up doing supporting roles?

She is, indeed. But she doesn't really have the 'star' aura, like that screen presence. Imho, she looked as pretty if not prettier than Deepika (she could have looked better I feel) in Padmaavat but Deepika still had more screen presence than her.

She needs better promotion, more and better work to do in Bollywood.

She isn't on her side, plus if you are an outsider, you need to do big hit movies with a big male star to get noticed by the audiences. Yes sad and harsh reality, but that is what it is.
