It didn't come out of nowhere in half blood prince. There were hints in OOTP. But yes, it wasn't properly developed. Probably because there were more important things going on in the story. Ron and Hermione were already there for romantic subplot. Another romance would've been an overdose.
I think JK considered killing Harry in the end so never considered him getting a love interest from the first book.
One thing always bothered me was the elves. How it was basically slavery,even to the point that the magic bounding makes them harm themselves if the disobey their owners. N they're so brainwashed that they think it's good. And Noone of the good guys beside Hermione understand how effed up it is atleast not till very late
