Does Karn ever meet his biological father? Who was he? Someone of a lower caste?

No mentions.😊 Karna was the son of The Sun God. He never met his biological father, except through a dream in which the sun god came to warn him about the plan by The King of Gods to trick Karna through almsgiving and obtain his unbreakable armour and earrings made of nectar that made him immortal. Later, before the war, he listens to The Sun God's voice when Kunti revealed to Karna about him being her son. That is all the Mahabharata says.
