If Race 3 movie turns out to be a joke just like the trailers and songs, then definitely it's not gonna do well in the box office no matter how many stars they have casted in this film (Except of Salman, i can't really see any superstar there honestly, Bobby and Anil do not have their era anymore either). Neither Sallu could save his film Tubelight from bombing coz of the weird concept. So in many ways we can assume that Race 3 might not do more than an average business.

On the other hand, although the makers got partial with Sanjay's character and justified it in many ways, the audiences have received the trailer of Sanju very well with positivity. Moreover, as Rajkumar Hirani has made it, so we can expect a good direction in the storyline. Overall there is a fair chance that Sanju will do pretty well in the box office despite of the controversies, which can be way better than Race 3.
