I was confused about the scene and got this answers on twitter. Thought of sharing here. 😊
From what i got from that scenes was that the new fishes represented Vedant and the old ones represented Siddhant in Anushka's life. Sid wasn't sad (on face) bcs vedant/fishes were in anu's life bcs of him but deep down he's hurting a lot. Anu managed to+

See-through his hidden pain(wrt the fishes) , hence she was crying.
This also hints that she'll soon be able to see Sid's love for her and the pain he is hiding from her
