Well from what they've shown us it's definitely a royal person.

The dressing seemed like a suit, many rings and of course that gold vintage looking necklace.

Also I don't think it was a coincidence that because she chose the back route this happened to her I think the rapist had his eyes on her from before (I'm assuming all the time when Kanchan must have been going to the palace).

It was certainly a royal person but I still feel it was Vishesh dad. We don't know if he was alive 3 years back or not. We also don't know from when she started going to the haveli. and yes the person must have kept a watch on her fro a long time. It is somewhat similar to the film Hamara Dil Aap ke Paas Hai starring Aishwarya and Anil Kapoor
