Majority of awards do this. The awards are handed to only attendees in most. If an actor is invited and chooses not to attend, the organisers actually decide to give it to another person who has chosen to attend. It's almost like a gift given by organisers to actors just for coming, as if actors decided not to come, the organisers would make no money as sponsors would be annoyed to see the actors who can pull the audience to watch the awards would not be attending the awards, hence less viewers they will gain and sponsors wouldn't make much money for the amount they invested. If you are currently among the latest popular flock of actors who are doing a popular show, and you do attend, as you will contribute to getting audience to watch, you will definitely get an award. An award is merely a thank you gift from sponsors and organisers for contributing to bring in viewers by your attendance.
