Anyone know a website where I can search women by ID?

It doesn't necessarily have to be exclusive to women. I'm just looking for a site where my bud can chat and add people (most preferably women) online. I feel like he's been very lonely ever since his dog passed away and his girlfriend leaving him a couple of months before that happened. He says that slowly, his life is falling apart and don't have any other options.

Does anyone know a friendly online (not necessarily dating) site where people come together and talk? It can be like for forums or an open community like 9gag or Facebook. Thanks!
