It's based on some true story apparently in credits it said the villain went on with his position and power for many years to come. I think this movie there wasn't suppose to be picture perfect ending. It was more believable like in reality. He decided to lose because the guy said he won't bother him more if he don't bother about him no more or do some media drama.

When you fight the law the law wins. 😆
