We need to get the bail orders from the Court first by getting it signed by a Magistrate. That's why Arjun said that he couldn't get it done yesterday because the Courts were already closed for the day. So, the accused or in this case Zoya surely couldn't get the bail done on her own.
Moreover, it is not necessary for someone to have enough money to pay the bail. You can just sign a bail bond saying that you'll pay the money in the future when you have it.
And, usually in bailable offences like criminal negligence the bail amount is superrr small like a couple of thousand rupees or even less. I'm sure both Mahi and Zoya had that much of money and they didn't need to sell household jewellery for that
