Neil thinks that Avni expected him to move on after she left him and he assumed that Avni wanted him to say yes to Mitali's proposal.
But whatever I have seen so far, I never felt Avni wanted Neil to move on. She shook her head in negative when Neil confronted her with those questions.
She told Mitali that she would have moved from Mitali's way if she had shared with her that she had feelings for Neil. This statement of Avni was to make Mitali feel guilty and accept her crimes.
Because after that scene when Avni hugs Mitali, she tells her that "tumhaare dhoke ko pakadne ke liye maine dhoka diya hai". So I assume she was referring to that "rasshte se hat jaane waala" statement. Also she promised Mitali that she will get back Neil as her best friend. She didn't make any promise like Neil will marry Mitali or something like that.
When Avni made a crank call to Khanna house and Bebe, who didn't know that Avni was on the other side of the phone,told her that Neil's heart only belongs to his wife Avni or when in the holi party Neil told her that how he has been waiting to see just a glimpse of her, Avni was not surprised to hear that Neil has been leaving a lone life.
Then whenever she had a conversation with Sunehri regarding Neil, she only mentioned how she wanted Neil and family to be safe by staying away from him. Never heard her saying something like that she wanted Neil to move on and marry again. She wanted Neil to live a peaceful life with family only and not with any other girl.
Also the video she left before faking her death, in that video she asked Neil to always keep smiling whenever he remembers her and asked Ali to take care of Neil. She didn't take any promise from Neil that he will start his life afresh by marrying again.
Keeping in mind these things, I have concluded that Avni never wanted or expected and she will never want or expect Neil to forget her and move on in his life
