Yes he can act & act very well, its just that he hasn't done that many author backed roles in so called content films with many Actor's directors. Varun so far has been more about elevating half baked caricaturish roles & lousy scripts which in itself is a very rare ability. Only well written roles he has done so far are Badlapur & Badrinath, in both he was unanimously praised.
Besides the fact that he has overshadowed Desi Meryl Streep😆 not once but thrice (SOTY, Humpty & most prominently in Badri) says something no😆
Anyways the good thing is he is aware when he is going OTT, I mean a Judwaa2 or Main Tera Hero would have not been successful if he had toned down those films worked coz of his madcap energy, some films are pitched that way for theatre going audience. Only thing he needs to work on is his voice modulation, his dialogue delivery is clear though atleast he doesn't mumbles or eats up his words like almost every other actor of his gen😆 but yeah there's always room for improvement his line up looks very promising.
