I've been wondering about that. I really think it's to emphasize not only how young he is, but also how different he is to Diya.
Diya is cautious, her risks are calculated, her unknowns carefully gauged. She had to be like that, as her only ally when she went to Kesar Mahal, was a young Yash. She was in a vipers' den, and her every move could have finished everything.
Ratan is carefree, bent on adventure, and a potential player. Not that I understand his attraction to that wedding planner, but I think that's to show the contrast between Diya, always in beautiful lehengas, and the wedding planner in tight, Western skirts. Ratan is surrounded by women he probably feels are bound by royal tradition. Diya is also from that background. The WP is delightfully different, a breath of fresh air.
Mind you, Ratan might have a thing for older women! That WP is easily six to seven yrs older than him...

Excellent post! The only trouble I feel is a very simple principle of script writing. (compared to Novel or short story). Films and serials (and to an extent even comic books) are visual forms.
It one of the thumb rule of script writing "Do not say, what can be shown and do not show what can be implied"
Here the problem is not that they are trying to show his immaturity. It is hammered on us. We get the point but writers seems to not trust the ability of the viewers. 😆
They are showing and saying (and implying) almost EVERYTHING on a repeat mode.
They show his immaturity then everyone else says so than he says so and this goes on to next deed and next one. Yawn! That starts getting annoying. 😕
I understand his attraction towards Wedding planner too. She is looking like the only link to a real outside world among these elaborately dressed and always properly conducted royal women.

We all know Ratan is super excited about Diya's wedding and making stupid mistakes. It also known in future his stupidity won't be the prime cause of Diya-Abhay marriage break. Even if Ratan didn't cause any of this drama at the end of day Abhay wouldn't show his face in wedding day, he planned it earlier.
