I think Pakhi's words are more of her frustration for seeing Sooraj changed and for,he considering her as his enemy.
And Pakhi said that he like a dog running to the whistles of RV.
I don't think Sooraj killed people but he threatened and scared people with knife like he did with Chakor.
Hyar need not kill villagers are they are not opposing them as much but obeying them and Imli too not keen on killing people because of her fear of threat of media and her position.
And villagers are not complaining about Sooraj to Chakor,because they know about what happened to him.
I agree with meshmesh as CVS are careful with Sooraj's scenes so far.
But he is like servant of haveli,driving and washing car and other goons enjoying more position than him.
It look like he is not happy with selling off girls too but may be he is not aware much as HYAR operating secretly.
