She was talking about Captain's nomination. She herself didn't vote for Vikas because she said it would be ethically wrong to send Vikas to jail when he won the task.
She was telling Luv to give his nomination based on the behaviour of the contestant...which he did when he nominated Arshi when BB asked him to choose one more contestant for punishment.
