Do they add the views of Youtube ads? Like if it was used in a video where one couldn't skip the ad so is that view counted in this 14M calculation? Also, what about the ones we can skip?
I remember hearing that a view is generally counted if the video is played for 3 seconds or more.

Yes. The ones that autoplay, and the ones that are shown as a banner which you click on, both count. The ad click, and the ad view both are counted in impressions which resulted in 14M views.

If a person skips the add then no money is made and that doesn't affect the number of views.

skip ad does not count since there is something called as audience retention. From what I know you need to watch it for at least 30 seconds to be counted as view unlike on Instagram where just 3 seconds scrolling is considered as 1 view. YT differentiates real traffic and fake traffic after it reaches 300 views. So if I keep watching a video 1000 times it will not take it as 1000 views but may be just 4- 5 views.

I watch a lot of videos and yet to see this Vivo ad playing in the beginning so this 14M+ does not include the count of what you are saying😳.
