Are there really mental institutions like Tere Naam in India?

Forgive me for sounding ignorant and I do not mean to offend. But I'm not from India and the scenes where Salman's character is in a mental institution or "Ashram" as it was called was very disturbing, so much so that I had to stop the movie as I felt sick. Are people who are mentally ill chained up in dungeon like places in real life like the movie, or is that just fictional movie stuff?
