An officer of the Rampurs Ganj police station has been accused of seeking sexual favors from a rape survivor in exchange for taking action against the accused. Deputy Inspector Jai Prakash Singh, who was the investigating officer in the rape case that was held in February this year, allegedly filed the closure report after the 37-year-old survivor denied his requests.
"Whenever I approached SI Jai Prakash Singh for arrest of the accused, he would ask that I have sex with him. He even called my mobile and asked me to visit his room alone said the rape survivor.
The survivor claimed she felt threatened because the two alleged rapists had not been arrested. Singh did not take any action against the perpetrators after he refused to receive her petition. The woman approached him again and recorded the conversation. He then approached the Superintendent of Police with the following recordings to which an investigation into the incident was ordered. Rampur SP Vipin Tada was quoted as saying that the voice on the audio clip does not seem to match the SI's voice, but he assured further investigation.
"Whenever I approached SI Jai Prakash Singh seeking the arrest of the accused, he would say that he first wanted to have sex with me. He even called my cell phone and invited me to visit him in his room alone.When I turned him down, he submitted a closing report in the case two weeks ago, the rape victim says. "He would ask about the sequence of rape again and again, raising objectionable questions about the details. Then he told me, Tum pahley meri hasrat puri karo, tab mulzim pakday jayenge' (First you fulfill my wish, then arrest the accused ) On February 12, the woman was gangraped by two men at gunpoint, after the duo offered to drop their home. Police said one of the suspects was known to her. TOI reported that after initial denial, police filed a FIR only after the survivor approached a local court.
On February 21, two people, identified as Ameer Ahmad, 55, and Sattar Ahmad, 45, were registered under sections 376 (D) (gangrape), 323 (voluntary damage) and 506 (criminal intimidation). He also recorded his statement before a magistrate.
