so was this revealed and I just missed it? if so which episode?

or were we just to assume that the theft was her crime?
why did dev suddenly start saying she did it for him and her family? did the revelation happen?

Theft was her crime, which according to the show, is not a crime anymore if done with good intention. That's why DevD didn't react.
