It was obvious most of us knew it's ranveer.

In the episode it was clear by his voice, hair ,height, the type of cloths every thing goes with ranveer.

So that key making would also have been done by him. It isn't necessary that Ranveer's sister accident was done by Priyanka. He would have just used a random case to get attached to the weakest Oberoi. They really needs to have a bigger plan and some big revenge against the Oberois. Kaamini had said in an old iv that she had come to take revenge on Shivaay!
