True that although, Tia seems to be trying her best to make everyone believe that she has feelings for Shivaay (maybe she does, maybe she doesn't) so it is highly possible that Shivaay thinks she geniunely cares for him. Shivaay, on the other hand, is very straight forward that this is a business deal for him more than anything else.

Either way, Tia does seem to have a malicious streak in her - remember that episode in which Shivaay scolded Rudra (and the fight in the club happened, later on)? Tia intentionally mentioned Rudra's name to get Shivaay's focus on him and then, told him that it was probably Rudra who made Annika take the part of the bride in the rehearsal thus, inciting the "argument" between the brothers. Maybe I'm reading too much into it but to me it looked like she intentionally provoked Shivaay to scold Rudra (knowing fully well how Shivaay would react to that bit of information).
