It's more common than you think. All the small budget indie films that no one has heard off usually go through this route... Award recognition and then wide release. Plenty of examples.

Nil Battey Sannata, Chalk & Duster were the entrants at 63rd, even though they released in 2016.

Sairat (Marathi film) was another candidate at this years award and only released to much critical acclaim/success recently. It got a Special Mention for its actress.

All depends on what VB wants out of all this. The reason they had to push it to Feb 24, as Dec/Jan were already taken by the biggies.

I hope they go through the international festival route to gain momentum prior to release. That will be a different kind of promotion.

Anyway, if it doesn't enter this year, it will enter in the following year. I just hope the wait is worth it.
