Actually Akshay says he has dual citizenship.

India dont allow dual citizenship

OCI and PIO card holders ke pass citizenship rights nahin hotey. So cant be called citizen.

Canara ki Honorary citizenship ke pass bhi citizenship right nahin hotey.

Most of Indian media aksar adhi jhuti kahabar dikhati hai so Aksay ko khud clarify karna chahiye.
