Baba told Shivnaya that if even a single ray of full moon falls on her than her real form would be revealed in front of everyone.This is the night when one ichadhari Naagin can not return back to human form, if she comes in front of moon.I think he meant only particular full moon night, not whole life.So she can be back to her human form after that full moon night.

Regarding she was on the verge of coming to her actual form but she is still in human form...yes she begins to scale but she hides it...any it may be like this...if further, more full moon rays doesn't falls on ichadhari Naagin's body, than she will remain in human form and scales would also become normal, as like humans in some time.

but even I have one confusion...baba said even one full moon ray...and one ray already had fell on her😕
