Shagun a murderer or a victim?

Thing that I am confused about is that how can Shagun kill herself when she know that she is not just killing herself but also ishra baby..? Thats makes her a murderer so Raman shouldnt sympathize her but hate her as her main motive of suicide was to snatch away Ishra baby after she got insulted
