Sunny deol Debut in 1983, 7 years prior to Salman, worked in more films than him, his stardom should have more than Salman?

In 1989, Sunny did 8 films, now is the time when he gives 12 Disasters in 10 years, between 1 hit in 2001 & 1 hit in 2011, he gives 6 Disasters back 2back, 4 disasters back 2 back.

Why is it that Sunny could never achieve that stardom which Salman has now?
