Why hasn't our beloved "Bhai" been bestowed upon with the Padma Shri award for his contribution to cinema?

All his contemporaries including Aamir Khan, Shahrukh Khan, Akshay Kumar, Ajay Devgan & even Saif have been recognized for their contribution to cinema but not India's biggest superstar!!! KYON??

This is a genuine question. Bhai has had some legendary movies & songs like ' Le le re', 'Po Po', 'Dhinka Chika', 'Photocopy'...If thats not contribution to cinema, then I don't know what is. 😔
