OK, OK, you guys turned my innocent assumption that he may be getting married into a discussion about his education!!! The reason I thought this was because here in the UK, the word 'propose' is usually associated with a marriage proposal.

P.S There is no need to insult indians about education, and as far as I know, Indians are very intelligent people, who are very capable of going out and getting degrees. It is just unfortunate that many can't get an education due to financial troubles.
