Not sure what you mean.

The law states that girls should not be married before 18. So if parents do not get their daughters married before 18, how does that become news. It is the norm.

There are enough cases where girls and boys run away to get married before their permissible age of marriage. Parents file FIRs and try to get back their children stating that they are under-age. This is already happening. Parents tell kids to study, become independent and then think about marriage. This too is happening.

Child marriage is a malaise practiced in some regions. In most cases the parents are involved. Nobody protests. Only the government tries to stop it. If it goes through, in most cases the girl gets married and that is it.

There would be very few cases like this one where the girl has protested. Parents realise their mistake and are supporting her.

The law obviously seems to be ineffective here since the parents themselves are marrying off their daughters before they are adults.They don't seem to have respect for law.
Vigilance and legislation don't seem to be enough in these societies.
In this kind of scenario more than fear of law change in out look is what needed.That comes only with education and exposure to the world.

it's not just in India. I was shocked when a case of child marriage of a Pakistani girl was reported in London.

The parents (Pakistani origin) had arranged their 11 yr old daughter's marriage in Pakistan.

Somehow the school authorities came to know about it (may be the girl herself told teachers). They called the social workers and police and stopped the parents from taking the girl to Pakistan. The police took away the girl's passport so that she could not travel out of UK.

No matter which country they live, they still practice their tradition.
