but in the new promo, is is shown that shibananda has that sign on his head...

yes according to last episode he has garuda sign so he is also garuda he has that tatoo on head maybe that is why he keep that long wired hairstyle from many years to hide that tatoo from world. just like he was trying to hide rudra tatoo
