Very very good question. One we should ask cvs to answer. But it's obvious that she just wants a rich guy. And,Raman is an easy target because he blindly lives adi and also because she realises that Ishita us a gullible fool.

1. Adi is Raman;s weakness, shagun is banking on that fact and also she is under the delusion that Raman is still pining for her.

2. She speaks of revenge too, from Ishita.

3. She has realized that Ashok will never pay her any heed.

4. She also never loved Ashok. she was with him just for his money, so Ashok or RAman doesnt make a difference, but nowadays, Raman is getting more success than Ashok, so lambi race ka ghoda...remember that community service episode and the award ceremony scene, where she regrets leaving Raman as he has become more successful than Ashok

She has no trump card she can use against Ashok. And all her reasons for leaving Raman are now gone. And somewhere in her mind she thinks that because she was the one who left Raman, she still has the upper hand, and she'll be able to get back into Raman's good graces when she wants (of course with Adi's help).

She's underestimating (rather not realising at all) Raman's love towards Ishita, and his indifference towards Shagun

THERE ARE A COUPLE OF REASONS I COULD THINK OF

SHE REALIZED WHAT A GEM HER HUSBAND ACTUALLY WAS BECAUSE DESPITE ALL HIS FAULTS HE IS LOYAL TO THE TEE
SHE IS JUST JEALOUS OF WHAT ISHITA HAS BECAUSE SHE REALIZES SHE COULD HAVE HAD THAT
REVENGE AS SHE BLAMES THEM FOR HER CURRENT PLAIT
THE MOST LOGICAL ONE. TRPS WERE NEEDED BADLY AND NOTHING BRINGS THAT LIKE DRAMA. (EVEN THO IN THIS CASE, IT IS A LITTLE TOO MUCH AND ILLOGICAL)

Shagun is a selfish lady. She doesn't love anyone other than herself. So to fulfil her high society needs, she want a rich guy. She thinks Raman is a easy prey for her trap than Ashok.
