Swami Balivesh is the Indian branch of the secret society headed by the Polish cardinal. They cooperate and are both working towards the same goal, of securing the amrit and the secret of immortality so as to be able to rule the world. Let me explain why I have reached this conclusion.
Remember that when those 2 thugs are looking for a man with the Garuda Chinna mark on him, at the 1989 Kumbh at Prayag? One of them asserts that as the Swami had said the man would be there, he would be there, and immediately thereafter, he spotted Shivanand.
So they capture Shivanand and presumably deliver him up to Swami Balivesh. But where does he end up? In Poland. So clearly the Swami has handed him over to the Polish gang, and he would do that only if he is part of the same secret society.
So the Swami does not want anything to happen to Rudra for the next '12 years, when the Mahakumbh will come around again in 2013. He clearly tells Pandey to lay off Rudra, and states that after 12 years. HE, the Swami, will locate and fetch Rudra.
But as you have noted, Pandey, raging with anger at having been outwitted by Rudra when he escaped from his goons, wants to capture him now. Whence the plot hatched by his video parlour owner brother in law, which backfires so badly. The saala is so stupid that he does not even remember Pandey's injunction that Rudra should be only captured, not killed. If he and his 6 brothers had killed Rudra, the Swami would have killed all of them, Pandey included, for he would then have lost the key to the amrit.
As for their stated goal,any self-respecting secret society has to strive for world domination😉, and here it is to be thru for the other human obsession, immortality.
It beats me how they intend to rule the world by living endlessly, but that is clearly a cardinal principle of theirs that cannot be questioned, so let it pass. Moreover, the idea of living on and on and on, alone while the rest, including all whom you care for, die off around you, is a frightful prospect, but the human obsession with eternal life persists. As Steve Jobs noted "Everyone wants to go to Heaven, but no one wants to die"!
I too like this show in good part because of the very strong links to Indian mythology.
Thus, I loved the hidden similes in Rudra's escape from captivity- with the infant Krishna when he drags the broken pillars after him, just as Krishna dragged the mortar to which Yashoda had chained him. And the whole relationship between Rudra and his Maimuyi is exactly like the one between Yashoda and her Kanha.

the certral characters of uidya baba, and Maimui, jotish tawair, are all well etched out characters. strong and well defined. uidya baba and maimui bond is very storng though they knew little about him.Rudra the central character is like a puzzel. he does not seem surprised at his supernatural abilities. the mark on his back he cannot explain, but remembers his father wanted it covered all the time. he doesnt know the meaning or the reason of the tattoo, but is not over suprised at the way it heals instantly, or the amazing feats he can perform. like he know this powers are meant protecting and helping others and he does not question why him. he knows his own kundli, and what it comprises. he knows and recites shloks, in one try, though he seems to have never been to school of any sort. he is an enigma that is still unresolved.shivanand- a man of steely intelligence and determination. held captive for 12 years, is the secret keeper what what Rudra his very own son really is. his only desire is to find his boy as soon as possible.swamiji- now that is another enigma, is he trying to protect Rudra, and does he know what he truly is. is the trying to protect the amrit to which Rudra is the key. or does he mean to use rudra to has own ends later.garrison and the secret sect with and shifty roman cardinal, who does believe in any religion, but whose aim is world dominance. simply want the amrit for this purpose.and panday is obviously the local dada, who along with his BIL and nagging wife, has an agenda of this own which is more simple and based on his own ego. he is a chela of swamiji- but despite drier warnings from swamiji and his vicious looking gang of warrior sadus , does what he pleases. the mandh budi.the mystery of Rudra, the Amrit, who wants it and who protects it is what the plot is about?i cant wait for the mystery to unfurl. but so far i'm loving the show.besides i'm a great indian mythology fan, and will read and watch anything related to it.
