And who patronises call girls in big hotels? Some of them have black money earned through dubious means. And what are those dubious means? The chain leads to something else and the buck stops at the top of the chain.

And sting operation has to be planned meticulously. On misstep, the whole thing goes waste and can backfire. Take for example bank loans. Even the smallest details have to be gone through from loan officer to the Branch head. One oversight, the officers will face CBI enquiries and even lose their jobs.
