They were truly best friends. But Dev fell in love with her and still does. I don't know about Nitya/Durga, I guess for her Dev was her best friend.

from Nithya's side I feel it was friendship only is what I feel currently, but seeing Durga somehow I feel Nithya didnt recognize her true feelings for Dev. I mean her bitterness towards that betrayal cannot come if it was just friendship.
