i had read jalal had adopted a boy after which he got salim he also had adopted girls
jehangir also adopted kids some his relatives(like nur jahan's sisters son seis alla) and some orphans too
i am not sure of whether shah jahan had adopted anyone or aurangzeb but his son dara sikoh too had brought up orphan kids in his palace
it was common practice of those times i guess because orphanages are not there so rich people would take orphan kids under their shelter
and agra fort itna bada hai emperor can easily adopt a few kids and bring them up
if you go in villages even now families adopt orphans and bring them up(ok not lawfully like in city) but the kids are brought up as own family kids in their homes. I myself know some families that have orphan kids brought up as own kids but not officially adopted.
In cities you find orphan kids roaming streets but in few villages no kid roams around on street. They are sheltered and taken in by families and taken care like own kids.
