Child abuse ...rape is a heinous crime .most of the child abuse cases were suppressed either by parents or by police!
Unusually casual attitude by police is also one of the main reason for rising such crimes ...grim stories and dystopian futures !
These incidents will open a Pandora box of how horrible state we are in ...there is no security what so ever for a girl child In the present day society ! ---not at home , not in the school , in one word ...no secured place under the sun for a girl ! The pain ,anxiety ,fear ,anger and shame , who will understand her plight ,what a pathetic situation we are in ?
The rape and then the trauma of the subsequent incidents will haunt the victim throughout her life !
Here the victim is a hapless child , who is psychologically in a devastated state , as you rightly described the plight of that small girl ...she is not in a position to realise what has happened to her ! Why that pain , fear , suffering , both mental and physical for that tender soul , agony for her parents ...---how long we have to live in such morbid conditions ??
Stringent steps has to be taken by law makers ,and those laws and rules should be implemented strictly by the care takers of the people ! That is what is required at present !
It is difficult to get tragedies like this to zero, but some reasonable measures can reduce the risks.
What parents can do -
Emphasize "stranger danger" to children
Teach them to be alert and safe even if they are friends, relatives etc.
Encourage children to always remain in groups and watch out for each other.
Inform them how to get help in emergencies.
Parents and guardians should volunteer to chaperone school bus rides, picnics, kids get together etc. 2-3 adult chaperones will act as check and balance against threats.
What everyone can do -
Keep a watchful eye on children
Intervene whenever a child looks abused, scared or uncomfortable. Family can be abusive to and it is OK to intrude in personal business if it ensures safety of children.
Always report suspicious activity to authorities
What employers (schools) can do
Maintain thorough records of all employees and conduct background checks upon hire and annually. If not prevent crimes good record keeping and checks can help catch criminals.
Install GPS tracking systems on all school buses
Install security cameras through school buildings
Have bus drivers and traveling employees carry GPS enabled work phones
What authorities can do -
Setup a sex offenders database
Emulate Amber alert type setup in India
Develop 911 emergency type response systems
