Yes, Jodha has taken a very right decision to not go with Jalal. Every time she has to suffer. From the time she has come to Agra, she is suffering. For her suffering not only Maham Anga is responsible, but Jalal is also responsible as he listens to Maham & trust her more than Jodha.
Did u remember that incident when Jodha came to Jalal & says that she doesn't write that thing in letter & not call him, but Jalal listens to only Maham. If she came to Agra, Maham will play plot more worst than before. How will Jodha will protect herself ? If her husband blind faith his foster mother, is not her fault.
It is said that the person who takes decision is more responsible for his deeds, than the person who influence him. It is not measured how much you trouble to take decision. It only measure what decision you take. & if the person who is king, than his responsibilities becomes more.
Jalal has to come out from the influence of Maham.
Suppose Jodha agrees to come with Jalal, & then everything happens b/w them and if Maham will send some person into Jodhas bedroom and Jalal will came to know abt it? Then ? Have u ever think abt that?
Maham will absolutely do this thing, then Jalal will do the same thing. He again will doubt her?
So by taking all circumstances Jodha has taken right decision.
