Paro initially was married to a man from across the border - he was secretly bad and Rudra raided Paro's bharaat and killed her husband (her husband was about to kill her). Paro and Rudra were going to get married because Rudra was using marriage as a way to pressure and intimidate Paro into signing the papers that would prove his raiding the bharaat was for legitimate reasons (if she signed the papers, no marriage would take place. If she didn't, he would marry her - which obviously was something she did not want). The marriage didn't happen because Thakur sa came to Paro on the marriage day and took her away - which, after that, is when she finds out that Thakur sa WAS actually guilty of smuggling guns and that Rudra was telling the truth all along.
