You can actually make edits using GIMP as well (it's like a cheaper version of photoshop) and it's free download. There are also online websites that do offer editing similar to photoshop. You can also look online (on different websites) for tuning, different coloring and effects if you want to add some coloring. There are also tutorial online to help you with that. If you want a more advance version then Photoshop is a very good option as well. It comes with way more features. I have Photoshop CS6, which is pretty good, though I don't have that much time to make anything but it's pretty good. I would still recommend GIMP though since you're just starting. This way you can get a sense of it and see if you want to invest money in something like this. This is for laptop/computers.
There are things like instagram and other sites/apps where you can change coloring and effects but I am not sure if you can legitly full-on photo-edit. I know that there should be video editing apps on apple product but no idea about photo-edits.
