A ruler, a state head, a boss, a parent has to be feared to some extent so must be strict in some cases else it will be utter chaos
else every human(99%) can take advantage of good natured person
Running an huge empre requires not only love and care, but a bit of fear of citizens towards laws, citizens should know their king will not let crimes go unpunished.
Its like school you come on time because otherwise principal will punish you, you will do homework only because teacher will punish you else after sometime you will get casual. A king is like parent of empire and citizens his children. They should respect, love and fear their king. Jalal was right when he said citizens must have some fear else they will be lawlessness and crimes will increase.
For ex: There were no rapes/harrasment of women cases for many years in Mughal empire during jehjangir time because the first case that came to him he gave such a harsh punishment(it was very medival one and horiffic one, even worst than the stakes one he gave khusrau's soldiers) that no one dared rape a girl in those regions for a long long time because of fear and girls could walk even at late night without fear.
Same is for house and harem. Kids fear parents hence they come on time back home, do not steal etc. It also depends on what sort of values kids are brought up in home and school and what sort of company they keep. Same is for harem maids and wives
