I think it is in its incipient stage. So I won't call it falling in love but there is definitely an awareness, specially on Rudra's side. He is very much aware of her. This is quite evident in the way he looks at her. He might have started as her protector but his attraction, his awareness goes beyond the call of duty, me thinks, going by his expressions and reactions.
