U will not be able to get moving picture in profile until u have posted the url of the pic in avatar link

then u have to click yes option in both

Show Video Avatars + Banner Signatures

Enable the WYSIWYG post editor which u find in prefence section.

then u can get this as ur profile pic.

here u have to paste this http://i47.tinypic.com/2ztlk6u.jpg in the avatar link box.
