Typically not.. But since he is old experienced judge, may be he has experience to deal with all types of cases..
I would give benefit of doubt to CVs for this one.. May not be a blooper..

They could also use him to sort out some MU's betn Sinal during or after this case ends.. Probably he will have some role to play. But again i hope they show why he is there instead of original judge..
